咨询专家组

2022年3月，联合国秘书长安东尼奥·古特雷斯（António Guterres）提出了“全民预警”倡议，目标是确保到2027年地球上的每个人都能得到预警系统的保护。为确保这些工作的有效执行和战略一致性，成立了一个咨询专家组，由联合国减少灾害风险办公室（UNDRR）和世界气象组织（WMO）共同主持。该专家组的组成特意多样化，既包括公共和私营部门的代表，也包括民间社会和青年。这样做的目的是让所有利益相关方积极参与实施进程，并在2027年12月之前实现联合国秘书长的目标。

咨询专家组负责实现以下主要目标：

根据既定目标和具体目标，评估“全民预警”倡议的进展情况。
为“全民预警”倡议争取政治支持和更广泛的支持，以形成势头。
为调动必要资源提供全面建议。
监测与预警系统有关的科技进步。

该专家组将在UNFCCC公约缔约方大会（COP）年度会议之前向联合国秘书长提交年度进展报告，并编写专门的专题报告。

Advisory Panel Joint Statement of the Early Warnings for All Initiative and Priority Actions

This Joint Statement, endorsed at the fifth meeting of the Advisory Panel, calls for accelerated, coordinated action to ensure that everyone on Earth is protected by lifesaving multi-hazard early warning systems.
